Whereas, Article II, Section 4 of the
Bylaws provides that a member may be terminated from membership by lapsing for
failure to pay dues. However, the law of Wisconsin, BHCA's state of
incorporation, does not allow for such a termination unless it is authorized by
the Articles of Incorporation. BHCA's Articles do not so provide;
accordingly, BHCA's bylaw regarding termination by lapsing cannot be enforced.
The following Resolution provides due process to advise delinquent members
of their loss of privileges prior to termination of membership, and should
assist in member retention. No member can be expelled under this
Resolution unless dues are delinquent for in excess of one year.

I move “That a member who is delinquent
in paying his, her or their Club dues for a period of ninety (90) days from the
first day of the Club's fiscal year, shall be deemed a member not in good
standing and shall be suspended from all Club privileges, including, but not
limited to, voting privileges, the right to receive the Tally Ho, and the right
to be published in the BHCA Roster, until such time as such member pays all
such delinquent dues or resigns from the Club, whichever shall first
occur. Immediately after the expiration of ninety (90) days from the
beginning of each fiscal year, the Corresponding Secretary shall send notice to
all such members not in good standing advising such members of their dues delinquency
and of their suspended status, and shall request that such members either bring
such dues current or resign from the Club. The Club may expel any member
whose dues remain delinquent for a period of more than one (1) year at an
Annual Meeting in accordance with Article VIII, Section 4 of the Bylaws.”
